Emergency Services

Providing a rapid response to natural disasters and human caused hazards that affect our communities’ unsheltered residents.

Emergency services is a combination of homeless street outreach and rapid deployment shelter teams working collaboratively with government officials and community stakeholders.

The Emergency Services program is a function of the ARCHES Project, designed to assist city, county, state, and tribal emergency managers with the planning, response, and recovery of natural disasters and human caused hazards. Our primary focus is to provide short-term rapid deployment shelters and homeless street outreach teams to connect with unsheltered community members during these times.

Emergency Shelter Response

Between November 1 – March 31, when nighttime temperatures reach 32 degrees or lower, ARCHES activates the Salem Warming Network. This innovative program offers free transportation and accepts anyone in need of a warm place to sleep.

Homeless Outreach

We provide a variety of basic amenities at our office, including showers, laundry, hygiene kits, pet food, telephone access, mailboxes, birth certificates, and community resource referrals. Services are also available to eligible participants who need assistance applying for the Social Security Administration’s (SSA) disability programs, such as Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI).
