Emergency Services

Providing a rapid response to natural disasters, climate emergencies, and humanitarian crises that affect our communities’ unsheltered residents.

Emergency services is a combination of homeless street outreach and rapid deployment shelter teams working collaboratively with government officials and community stakeholders.

Emergency Services is a part of The ARCHES Project, designed to help our community respond to instances of dangerous temperatures, natural disasters, etc. Our Emergency Services program quickly implements shelters and conducts street outreach to those unsheltered during these times.

Warming Shelters

Between November 1 – March 31, when nighttime temperatures reach 32 degrees or lower, MWVCAA activates the Salem Warming Network. This innovative program offers free transportation and accepts anyone in need of a warm, safe place to sleep.

Cooling Shelters

When temperatures reach 90 degrees, we provide outreach to unsheltered individuals to help prevent heat-related illnesses by providing water and electrolytes, assisting with cooling center navigation, assessing individuals for signs of heat-related illness, and contacting emergency medical personnel when needed.

When temperatures reach 95 degrees and above, in addition to outreach efforts, The ARCHES Project extends the hours of our Day Center located at 615 Commercial Street NE. Salem, OR. These extended hours provide unsheltered individuals seeking respite from the sun with a cool place to relax and access water and other supplies.

Homeless Outreach

We provide a variety of basic amenities at our Day Center, including showers, laundry, hygiene kits, pet food, telephone access, mailboxes, birth certificates, and community resource referrals. Services are also available to eligible participants who need assistance applying for the Social Security Administration’s (SSA) disability programs, such as Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI).
